Have you heard of the International Day of the Girl Child?

Designated by the United Nations (UN) in 2012, the International Day of the Girl Child reached its 10th anniversary this year on October 11th! Why, some might wonder, did this international day come into place? 

According to the UN’s Sustainable Development Goals Report 2021, “The global internet user gender gap is growing, from 11 per cent in 2013 to 17 per cent in 2019, and widest in the world’s least developed countries at 43 per cent.” Regarding education outcomes across countries, the proportion of female graduates from STEM fields is “below 15 per cent in over two-thirds of countries” (United Nations, 2021). Moreover, under the pandemic, approximately 10 million girls are facing imminent risks of child marriage, which were intensified by economics difficulties, school closures, and difficiency in reproductive health care (United Nations, 2021).

Undoubtedly, childhood and teenage years are critical to girls’ development and personal growth. Receiving adequate education resources that they deserve will empower them to pursue their dreams in the future. Based on the UN’s investigation, regions following traditional and religious values rooted with sexism believe that girls’ only mission is to care for the family. This results in the continuation of child marriages and female genital mutilation, which are aimed to ensure girls’ fidelity to their husbands (United Nations, 2020). Ironically, such violations to girls’ basic human rights are done not out of malice, but of good will. Hence, changes have to target their cultural norms – by raising awareness of the people. 

On October 11th, 2012, the UN announced the first International Day of the Girl Child in an effort to raise global attention to girls' human rights and promote programs that encourage girls’ development. Each year, a different theme is adopted. Some examples include “Ending Child Marriage” in 2012, “Innovating for Girls’ Education” in 2013, “My Voice, Our Equal Future” in 2020, and “Digital Generation. Our Generation” in 2021. We can see that with the different events occuring every year, the UN focuses on different relevant topics, ranging from education opportunities to encouraging girls’ voice and to utilizing digital resources under the pandemic.

The theme this year is “Our time is now—our rights, our future” (United Nations, 2022). The UN urges governments to reinforce social policies serving girls, invites everyone to share successful stories of girls around, and encourages all girls to voice for themselves and to strive for their endeavors bravely. In the past decade, more female leaders have risen to the stage and contributed to the betterment of our society, and despite the challenges posed by the pandemic, all 600 million girls globally are prepared and ambitious to color the world with their ideas and dreams.

我們來聊聊,「國際女孩日」

今年10月11日,我們迎來了聯合國所訂定的「國際女孩日」十周年! 但是,明明就有3月8日國際婦女節了,為甚麼聯合國要大費周章設這個國際日呢? 

根據聯合國2021年的調查,各國男孩與女孩接觸到的網路資源差異正在擴大,平均從2011年的13%提升到2019年的17%,在發展中的國家甚至有高達43%的差異,而教育方面,各國於STEM相關領域畢業的女性比例低於15%。除此之外,接近一千萬女童正在面臨童婚的危害,而疫情所導致的經濟蕭條、學校關閉、生育保健資源匱乏等現狀,讓情況更加惡化。

毋庸置疑地,兒童及青少年時期是女孩們發展相當關鍵的階段,到成人之前,女孩所受到的教育資源以及機會,將會大大影響他們未來的走向。在聯合國調查中,許多地區的人們所保有的傳統及宗教意識,都將女性視為地位低下,認為女性最重要的使命就是養育後代,也是因為如此,仍然在進行童婚、女孩生殖器切割措施,以確保女孩對丈夫的忠貞。諷刺的是,這種侵害女孩人權的習俗也不是出於惡意,而是地區社會風俗下的普遍觀念。

 

所以,在這個背景下,聯合國將2012年10月11號定為第一屆「國際女孩日」,以提升國際間對於女孩權利的認知,並破除壓迫女性的傳統念想。每一年「國際女孩日」都環繞著一個主題,從2012年的「結束童婚」、2013年的「為女童教育創新」、到2020年的「我的聲音,我們平等的未來」、2021年「數位世代」(翻譯自”Digital Generation. Our Generation”),可以見到各國的關注點,隨著每年轉變,擴及了女孩們的童婚議題、教育議題,到培育女孩為自己發聲以及在疫情底下善用線上資源。

今年的主題是「捍衛女童權利,守護女童未來,讓我們始於當下」(Our time is now—our rights, our future),聯合國邀請大家,在線上平台上分享周邊女孩的成功故事、在政府層面推動及加強女孩福利政策、提供良善資源、並鼓勵女孩們去為自己發聲、勇敢追尋自己的夢。回顧過往的十年,更多女性領導者站上檯面,為我們社會的進步共出一份力,而即便在疫情的衝擊底下,全世界六億名少女們,也蓄勢待發準備走出自己的一片天。
